Yes. This is easy to test. Have you seen a tile at level 4 that failed to provide the material?  If so, then it's possible that either the tile was unconnected or the town was unconnected.  (Also, the tile doesn't have to be connected at level 4, i.e. with a railroad or port.) Sorry I don't have a username. I'm working on creating one now, but I don't know if the new account will link with this IP and my contribution. (I had an account over 10 years ago on an earlier incarnation of this wiki.) 21:08, March 19, 2018 (UTC)
