A farmer in Imperialism is one of the earliest civilian units a player needs.

Farmers improve grain farms, orchards, and cotton plantations so that they produce more per turn. There is a monetary cost for each operation, starting at $100 and rising steeply for higher levels of production.

Farmers are trained, as are other civilians, in the university, on production of two pieces of paper and a fee.
